As the 2026 Kentucky General Assembly gets underway, lawmakers in Frankfort are setting the stage for a high-stakes budget session that will shape the Commonwealth’s economic direction and impact its key industries.

The 2026 Regular Session of the Kentucky General Assembly convened on January 6, 2026, launching a 60-day session in which lawmakers’ primary responsibility is developing the 2026–2028 biennial state budget.
The opening week focused on organizational matters, adoption of chamber rules, and extensive bill filing. The Governor delivered the State of the Commonwealth and Budget Address, outlining proposed funding priorities that serve as the starting point for legislative review. By the second week, standing committees began meeting, including initial agency budget presentations detailing operational needs and funding requests.
As the session progressed into the second and third weeks, legislative activity continued. Committees heard budget testimony and began advancing bills, while the volume of filed legislation steadily increased. Budget discussions have centered on major areas of state spending such as transportation, workforce and education alignment, economic development programs, and core government services, establishing the framework for upcoming negotiations.
One issue gaining early traction is driver licensing, where lawmakers are considering initiatives to modernize licensing operations, expand the role of county clerks, and improve access and efficiency for residents and businesses.
Looking ahead, attention will increasingly shift to budget subcommittee work and refinement of spending priorities, while committees continue advancing policy bills and preparing measures for floor consideration, setting the stage for a more active phase of the session in the weeks to come.
